Preliminary work on Mafia II began in 2004, while work on its script started in 2003.

Mafia II was originally intended for release on PlayStation 2 and Xbox, but in 2005 it was moved to PlayStation 3 and Xbox 360 after difficulties with the developer of the game engine.
