Sega made a deal with Soap Shoes to use a modified version of one of its shoes as the official footwear for Sonic the Hedgehog in the game. Ryan Drummond briefly filled in for David Humphrey as the voice of Shadow the Hedgehog in the Final Hazard boss level at the end of the game. This was because Humphrey left the studio after finishing recording his lines, and SEGA realized Humphrey had accidentally forgotten to record the last two or three lines in the game. According to Drummond, SEGA did not want to pay for Humphrey to come back for another day of work in order to save money, and since Humphrey had already recorded his lines as Sonic in the studio, the production team asked Ryan whether he could imitate Humphrey's voice and record the rest of Shadow's remaining dialogue for the game.

The game was released in June 2001 to coincide with the Sonic series' 10th anniversary. In Japan, there were special cases for the 10th anniversary containing the game on a gold disc, a CD with the game's music, and a booklet about the history of the Sonic series. However, the 10th anniversary party was badly timed because of SEGA discontinuing the Dreamcast and withdrawing from the console business.

Aquatic Mine is the only treasure hunting stage that does not surround the level with a mandatory U-turn barrier, and perhaps because of its design as a small, fully enclosed stage, it is the only level in all of SA2 that has no "kill plane" polygon no matter how far the player goes in any direction. It is also, interestingly, the only level that does not limit the camera's draw distance.

This split also closely recalls what happened a decade earlier after the production of Sonic the Hedgehog (1991), when the team broke off to work on Sonic the Hedgehog 2 (1992) while Naka and Naoto Ohshima worked on Sonic the Hedgehog CD (1992) in Japan.
