    Jim Mickle stated that he had difficulty getting the film made. Seven years had passed since he first read the novel. The first draft of the screenplay, which was a faithful copy of the novel, was 220 pages long; Mickle and Nick Damici then trimmed the screenplay down to a more manageable size. The final screenplay was also the one furthest from the novel, but they felt it was the closest in spirit.

    In September 2013, Sam Shepard, Don Johnson and Vinessa Shaw joined Michael C. Hall, who had already been cast. Hall said that because he had played a killer on Dexter (2006), the screenplay eased his concerns about typecasting. Cold in July was shot after Dexter ended, and Hall was drawn to the role by a desire to play a more normal character; he described the part as therapeutic because it allowed him to move on from playing the iconic serial killer Dexter Morgan. The role appealed to Hall because of his character's lack of control over his own life, which stood in strong contrast to the confident, in-control Dexter.

    While adapting the short novel, the screenwriters found that their faithful screenplay was too long, which did not do justice to the pace and length of the short novel. In the end, they managed to trim it by removing unnecessary dialogue that could be replaced with body language. Changing the time period was never considered, because Jim Mickle felt that the themes of masculinity and manhood came from an earlier era and would not work in a more modern setting.

    Cold in July is set in 1989, as is clearly stated on screen at the beginning of the film. It is set in that year because the original novel was published then. In the Afterword to the 2014 edition of the novel published by Head of Zeus, the novel's author, Joe R. Lansdale, stated: "When I heard Michael C. Hall was going to be the lead, I of course thought he was perfect. I didn't know that until I heard it, but when I did, I knew it. Same for Sam Shepard, and if anyone represents my character Jim Bob Luke, it's Don Johnson. Vinessa Shaw was perfect as Ann, and Wyatt Russell… watch the film. Most of all, the film was made in 1989, the year the novel Cold in July was published."
