Most of the scenes were not actually shot in Holland, Michigan. The scene at the windmill, however, was filmed at Windmill Island in downtown Holland, right next to the Holland Amtrak station.

Although the film was initially announced as "Holland, Michigan," its title was changed to "Holland" when it was released. The screenplay was first written in 2013 and was set in the present day, but Mimi Cave moved the timeline to 2000. She felt that themes such as Dave's sense of alienation resonated more strongly in that period. Cave also connected personally with the early 2000s and left the Midwest around 2002, which added a layer of authenticity and relatability to the story.

Errol Morris was initially announced as director. John Lesher and Adam Kassan of Le Grisbi Productions were reported as producers, with Sean Murphy as co-producer. Production was expected to begin in April. The plans were cancelled in 2015, which allowed Amazon Studios to secure the film rights in 2016, and production finally began in 2022 with a new cast and crew. It was later reported that Kate Churchill of Churchill Films would produce instead of the previously mentioned lead producer.
