In 1994, Ram Gopal Varma Productions' "Nayak" (the remake of Gaayam) was in production. Starring Sanjay Dutt, Naseeruddin Shah, Urmila Matondkar, Ashwini Bhave and Ajinkya Deo, the film was produced and directed by Ram Gopal Varma. 35% of the scenes had been shot when Sanjay's arrest in 1993 halted production. After its release in 1995, Nayak was expected to be Sanjay's comeback film. However, Varma later shelved the project and started a new project with Sanjay and Urmila. Sanjay was allegedly unhappy with the story, in which, after his release, Nayak was to play an underworld figure fighting a politician (Naseeruddin Shah) who closely resembled Bal Thackeray, whom Sanjay deeply respected. In the end, Ram Gopal Varma made the project as Sarkar.
