Much of the film was shot at Höfði House in Reykjavik, Iceland, the actual site of the Reykjavik Summit, where then-United States President Ronald Reagan and then-General Secretary of the Communist Party of the Soviet Union Mikhail Gorbachev met in October 1986.

Before his death in 2021, he interviewed former United States Secretary of State George Shultz at Stanford University in Palo Alto, California. He had previously played chemist and investigation committee chairman Valery Legasov in the HBO miniseries Chernobyl (2019). Branka Katic plays the Russian-born Raisa Gorbacheva in this film. In reality, Katic is a native of Serbia. Although Serbia was not part of the Soviet Union, it was part of the Socialist Federal Republic of Yugoslavia, which was also a communist republic. Like the USSR, Yugoslavia saw communism collapse in the early 1990s and broke apart into six republics.
