The tributes from Districts 1 and 2 are all "careers," and the novels explain why in more detail. Both districts border the Capitol, where luxury goods, weapons, infrastructure and military personnel are produced. As a result, these districts are much wealthier and have a closer relationship with the Capitol than most of the others (especially the more distant and far poorer Districts 10, 11 and 12). These 'Career Districts' see competing in and winning the Hunger Games as a privilege that brings honor and food to their populations (since winning districts are supplied with food for a year) and also gives victors luxury and status (they are allowed to live in special 'Victor's Villages' with much better accommodations), so these districts have a long-standing tradition of volunteering. Because these careers are generally healthier, well fed and (illegally) trained for the games, the Career Districts have many former victors. In the first novel, the significance of Katniss sabotaging the careers' supplies is detailed further: without food, the careers face malnutrition for the first time. This weakens them significantly, giving Katniss, who is used to periods of hunger, a major advantage over them.

The novel on which the film is based was often criticized for being derived from Koushun Takami's novel Battle Royale and its film adaptation Battle Royale (2000) (Quentin Tarantino called it a direct rip-off). In an interview, Hunger Games author Suzanne Collins claimed that before submitting her draft she had not even heard the name of either the book or the film, and that it was her editor who pointed out the similarities. However, she persuaded him not to read Takami's book, saying "you don't want that world in your head," and claimed that she drew most of her inspiration from the Greek myth of Theseus and the Minotaur, in which the people of Athens had to sacrifice seven pairs of boys and girls to a deadly, half-human Minotaur living in a labyrinth; she also said she watched reality TV alongside news coverage of the Iraq war as it played on channels. Takami said some of his book's inspiration came from the 1954 novel Lord of the Flies, and author Stephen King defended Collins, saying the premise had been used before, as in his own novels The Running Man and The Long Walk.

Although the film briefly mentions that Gale's name has been entered into the draw multiple times, it never fully explains why anyone would do this, since each additional entry increases a person's chance of being selected to compete in the Games and possibly die. The only hint the film gives is Katniss telling Primrose, when she comes to say goodbye, not to put her name in any more because it isn't worth the extra food. In the source novel, adding one's name to the draw earns a 'tessera', an extra year's portion of grain and oil for one's family, so families living in extreme deprivation can enter their children's names multiple times in exchange for that small amount of extra food.

In the first versions of the script, Katniss's mockingjay pin belonged to her mother, but in the finished film it is a gift from an old friend from the District 12 market. Eventually President Snow notices the pin on Katniss's clothing, which sets up Katniss's role as a symbol of resistance that comes to the fore in later films. In the first book, the pin is already quite important from the start: it belongs to Katniss's schoolmate Madge Undersee, who gives it to her when Katniss volunteers for the Hunger Games, because each tribute may take one item from their district into the arena. Katniss notes that mockingjays have been a symbol of rebellion since the first uprising, when the Capitol used them as spies, but that the rebels used them to spread misinformation. In the second book, Katniss learns that the pin actually belonged to Madge's late aunt (her mother's sister) and Katniss's mother's old friend, Maysilee Donner. Maysilee was one of District 12's tributes during the 50th Hunger Games, which Haymitch won; Katniss learns that they were allies during those games and that Haymitch comforted her after the wild birds fatally wounded her. Katniss cannot help noticing how much this resembles her relationship with Rue. Neither Madge nor Maysilee appears in the first four films, but they will appear in the upcoming prequel The Hunger Games: Sunrise on the Reaping (2026), which is about the 50th Hunger Games.

But unlike normal archers, she stores her bow already strung. Archers will unstring their bows to spare them the unnecessary stress of the pressure they are exposed to while strung. That pressure over time can warp the bow's material (wood, fiberglass and even metal) and change its speed by reducing the pressure it can apply to the arrow. But Katniss needs to get in and out of the forest beyond the fence as quickly as possible for the people of her district, so she leaves it strung even though it means the bow will most likely one day break. She has always focused on today, because she has learned that tomorrow is increasingly unlikely to come.
