Leslie Nielsen actually appeared in several episodes of the 1963 TV series The Fugitive, which of course also inspired the Harrison Ford film The Fugitive (1993) that this movie parodies.

When Leslie Nielsen's character Ryan Harrison jumps from the bus hit by the train, Ryan rides a bicycle with no seat. In Naked Gun 2½: The Smell of Fear (1991), Frank Drebin says the truth hurts Hapsburg, but not as much as jumping on a bicycle with no seat.

In the early writing stages of the film, a scene was planned in which Leslie Nielsen's character Ryan Harrison would meet Richard Kimble in the sewer, with Harrison Ford reprising his role from The Fugitive (1993). The idea never made it to the screen, however.
