COBRA stands for Cabinet Office Briefing Room "A" and is used as the code word identifier for an emergency call in which the Prime Minister, the 22 cabinet secretaries, the heads of the military and intelligence agencies, and any other officials deemed necessary for the matter at hand gather. It also includes the most trusted deputies and advisers of those listed above, but only those holding the required security clearance. COBRA meetings are not held in the official Cabinet Room at #10 upstairs; instead they take place in a specially built underground bunker-type facility equipped with state-of-the-art communications.
