The series takes its name from David Haller's codename in the X-Men comics. David received the codename "Legion" because he has hundreds of personalities, each with its own mutant power, essentially making him an army of one.

FX gave the series an additional episode in its second season, turning the initially 10-episode season into an 11-episode season. This was because too many scenes had been shot at one point in the season and remained in the editing room, unable to fit into episodes of more than 60 minutes. Noah Hawley asked FX to allow him an extra episode so he could use much of the material he felt was necessary for the story.

On February 4, 2019, it was announced that the third season would be the series' final season; showrunner Noah Hawley had always planned for the series to run only three seasons, and the decision to end it came about because he and the network wanted to close out the story the way they had always intended.

Noah Hawley had hinted at the possibility of Charles Xavier appearing in the series since the first season. Patrick Stewart, despite having previously claimed that Logan (2017) would be the character's final appearance, said he would "absolutely %100" reprise his role in the series if given the chance. However, Hawley decided to focus on a much younger Xavier, and Harry Lloyd was cast instead. Hawley had also strongly considered having James McAvoy reprise his role from the films, but it was decided that casting him would be "too expensive."

In "Episode 7," David describes the fight between his father and "The Monster." His father is drawn as a bald mutant in a business suit, and David later mocks his father's British accent. This is a nod to David's father (Charles Xavier) in the comics, who is played by Patrick Stewart with a British accent in the X-Men films.
