In the early 1970s, an NIS (Naval Investigative Service, the agency that preceded NCIS before it was disbanded on December 14, 1993) Special Agent was assigned to the USS Intrepid for six months. Fraternization is a critical issue within the Navy; that is, it is generally prohibited, especially between a superior and a subordinate under one's command, out of concern for a breakdown in unit integrity, efficiency and discipline that would prevent the service from focusing on its assigned mission. Civilian-military relationships do not receive the same degree of official scrutiny, but that does not mean eyebrows are never raised in close circles.

Henry Ian Cusick, who plays Supervisory Special Agent John Swift from the Office of Special Projects (the same unit depicted in NCIS: Los Angeles (2009)), played another character in the shared NCIS universe on Hawaii Five-0, in Aloha Ke Kahi I Ke Kahi (We Need Each Other) (2013). It is also not his first time working on a production in Hawaii; he was also a major character on Lost (2004). He lives in Hawaii with his family and enjoys surfing. He also appeared in MacGyver (2016) and Flashlight (2017), crossing over with Hawaii Five-0 (2010) and becoming part of the shared universe. Cusick joined the cast of MacGyver in Season 3.

Henry Ian Cusick's character, John Swift, appears to be a reference to the Irish-born English writer Jonathan Swift, famous for the novel Gulliver's Travels. His satirical works and political writings served as a critique of the British Empire. Likewise, Cusick's character will act as an adversary who shocks and provokes in order to advance the story in future episodes. Cusick is half Scottish and half Peruvian, so he has a tangential connection to the British Isles.

USMC CID (United States Marine Corps Criminal Investigation Division) is essentially a "Base Detective." The role would be equivalent to a Military Police Investigator in the United States Army. CID can investigate misdemeanors and crimes, and if an investigation does not fall within its jurisdiction, it lacks subject-matter expertise or it is outside its authority, the preliminary work may be transferred to NCIS under the 1999 Memorandum of Understanding. However, Army CID and the Air Force Office of Special Investigations (OSI) are equivalent to NCIS. The investigative branches of the relevant services are co-located at Marine Corps Base Quantico in Quantico, VA.

When located in foreign countries, they are more specifically called United States Naval Air Stations (USNAS) to avoid confusion with the naval air stations used by the host countries' navies. The somewhat lower level of air base in the US Navy is the Naval Air Facility, such as NAF Atsugi in Japan. These facilities normally support fewer naval aircraft. Permanently based naval aircraft are usually minimal, and the main focus is supporting naval aircraft deployed from other facilities.
