Initial plans for Fallout 4 took shape in 2009, when director Todd Howard wanted to explore the world of Fallout before the bombs fell. A team began production on the game that year, including Istvan Pely, the lead artist of Fallout 3, after he finished that game's downloadable content.

Development of The Elder Scrolls V: Skyrim held Bethesda's full attention while Fallout 4 was in its early stages. After Skyrim's 2011 release, the studio continued to support it with updates and downloadable content until 2013.
