    Development of Silent Hill 2 started in June 1999, immediately after its predecessor was completed, and ran for a little over two years. The game was made by Team Silent, a production group inside Konami Computer Entertainment Tokyo.

    CGI director Takayoshi Sato conceived the story of Silent Hill 2 from Fyodor Dostoevsky's 1866 novel Crime and Punishment, while team members collaborated on the scenario. Hiroyuki Owaku and Sato wrote the main script, with Sato supplying the dialogue for the female characters.
