Tom Cruise first spoke with Oliver Stone about taking the lead in Wall Street (1987), but Stone had already given the role to Charlie Sheen. Stone later suggested that Cruise appear in Born on the Fourth of July (1989). Interestingly, Sheen said that while shooting Wall Street, Stone told him the role of Ron Kovic was his and that the two would have a "Scorsese and De Niro type partnership." Sheen learned from his brother Emilio that Cruise had been chosen for the role. This upset Sheen, since he had to hear it from his brother rather than from Stone himself saying he would not play Kovic.

The first scene Frank Whaley shot was the one in which he and Tom Cruise talk at night in the garden of Cruise's house. The night before, Whaley had been filming Little Monsters (1989) in Carolina and had to catch the last plane to Dallas, so he could not prepare his lines, which greatly angered Oliver Stone. Whaley apologized and asked for 10 minutes to learn his lines. Tom Cruise rubbed his shoulder and said: "Don't worry. Everything's going to be fine. You're going to be good." Despite this, Stone must have ultimately been pleased with Whaley's work, because they later worked together several more times: on The Doors (1991), JFK (1991) and World Trade Center (2006).
