The series was initially intended as a prequel to Ray Donovan. In February 2024, Paramount+ announced the precursor, to be titled The Donovans, stating: "With Europe's most powerful clients, the Donovans will find the family fortune and reputation at risk. Strange alliances are forming and betrayal lurks around every corner; though the family are London's elite fixers today, the nature of their business means there is no guarantee what tomorrow brings." The story was believed to center on the character exploring the rise and formation of Ray Donovan's criminal organization. Guy Ritchie was brought on as director and executive producer. In October 2024, Paramount+ announced that the spin-off idea had been scrapped and the series had been rewritten as its own standalone show with no narrative connection to Ray Donovan. Guy Ritchie remained on the creative team.
