Kuldip Singh Chandpuri was an Indian Army officer known for his heroic leadership in the famous Battle of Longewala, for which the Indian Army awarded him the Maha Vir Chakra (MVC). His role in this film was played by Sunny Deol.

The film is based on the real Battle of Longewala in the 1971 Indo-Pakistani war. However, Indian casualties during that event did not exceed 2 soldiers, and the film exaggerates the casualties for dramatic effect.

On 13 June 1997 a tragedy occurred at the Uphaar Cinema in South Delhi. During the first day's screening, a fire broke out in the theatre due to a short circuit in the transformer and the owners' negligence. 59 people died of suffocation and more than 100 were injured. Lead actor Sunny Deol's cousin Abhay Deol starred in the mini-series Trial by Fire (2023), about Neelam and Shekhar Krishnamoorthy's decades-long fight for justice for their two children who died in the fire.

The film is based on the Battle of Longewala (4-7 December 1971), part of the 1971 India-Pakistan War, which took place in the Thar Desert in Rajasthan. An Indian company of 120 soldiers used strong defensive positions (and air support from 4 combat aircraft) to defeat Pakistan's mobile infantry brigade (2,000 soldiers) and 40 Pakistani tanks. India's victory was attributed in part to a series of strategic mistakes by Pakistan that left its forces vulnerable to enemy fire.

Mamik Singh signed a contract for the film and was part of the cast during shooting in Jodhpur. He was angry at how J. P. Dutta treated him: all of Dutta's main stars stayed in a 5-star hotel, while Mamik and other unit members stayed in a side hotel, and Dutta would not speak to Mamik directly, sending his assistants to relay all his messages. Mamik eventually had enough and gave Dutta a piece of his mind, after which he left the film; Dutta did not even arrange a return ticket for Mamik, and Sudesh Berry was called in at the last minute as his replacement.

J. P. Dutta said: "I met Brigadier Kuldeep Singh, who was a major in this battle. He is a very proud man. He even received the Mahavir Chakra. I discussed the battle with him for three days. I got almost the entire story from him. Then I met others as well. I also spoke with an air force officer. At that time the decisive force was the air force, because they had completely destroyed the Pakistani tank regiment there. Let me clarify the situation. I understood it. I got a lot of help from the army and the air force by paying a lot of money. I had to pay for every soldier I hired, every aircraft I used, everything. But then they did everything they could to help me and provide everything I needed. Also, this was because I went to the then prime minister, Mr. Narasimha Rao, and showed him my script. Narsimha Rao gave me permission but zero financial help. Otherwise my film would have been more or less a documentary. And I am here to make a commercial film based on a true story. My film is a combination of the real and the commercial. So there was no point in asking for monetary help."

Although Border was widely regarded by both critics and audiences as the official best film of 1997, it lost the Filmfare Award for Best Film to Yash Chopra's Dil To Pagal Hai (1997), which was not considered award material despite being the year's highest-grossing Indian film in overseas markets. Similarly, Sunny Deol was in contention for Best Actor in almost every poll for his near-flawless performance, but lost to Shahrukh Khan and Dil To Pagal Hai (1997), leading many to speculate that Chopra either lobbied for the awards or used his influence on the jury to win them, keeping in mind his dispute with Deol on the sets of Darr (1993).
